With 125ppm cyanuric acid I'm thinking it's probably something else?

what are you using to get the .7 and .9 PPM readings?

I would also suggest that you lower the Cyanuric. 125 is way too high.

You should lower the CYA level. 125 is too high and can screw up chlorine reading. Drain 30% of the water out of the pool and top up with fresh.

Also check phosphate level and if above 125ppb, treat with PhosFree or ZeroPhos.

You might also want to bring your total alkalinity up to at least 80 with small amounts of baking soda.  This will bring up the pH some.  How old is the test kit and solutions?  Test strips - how old.  Try new solutions or strips.
